Every year, roughly one in five government document applications bounces back for a correctable mistake: a photo that doesn't meet specifications, a date typed in the wrong format, a missing signature page. Each bounce adds two to six weeks to a process people are often racing against — a trip, a job start date, a family emergency. Starting today,

every application submitted through HelloGov is scanned and verified by Sydney AI before it ever reaches a registered courier.

Why applications get rejected

Government agencies don't reject applications out of pickiness — they reject them because their intake systems require exact compliance. After analyzing 1.5 million applications processed on our platform, we found that the overwhelming majority of rejections trace back to four error types, all preventable at intake:

  • Photo compliance— lighting, background, head position, and glasses account for 38% of first-pass rejections.
  • Date and identity mismatches— a birth date that differs between two forms, or a name spelled differently than on the prior document.
  • Missing supporting documents— proof of name change, citizenship evidence, or parental consent left out entirely.
  • Wrong form for the scenario— using a renewal form when the case legally requires a new application.

How the scanner works

Sydney AI runs a three-stage pipeline the moment an applicant finishes guided intake. First, a document vision model checks photos and scans against the issuing agency's published specifications. Second, a cross-field consistency engine compares every date, name, and number across the application and its supporting documents. Third, a policy rules layer — maintained by our operations specialists — validates the case against current agency requirements, which change more often than most people realize.

Anything flagged is returned to the applicant with a plain-language explanation and a specific fix suggestion, not an opaque error code. Corrections that require specialist review are routed to our team of certified agents by specialty and regional expertise — AI helps, people where it matters most.

The results so far

In the first 90 days since deploying Sydney AI across all application types, our first-submission acceptance rate climbed from 81% to 97%. Applicants who previously waited an average of 11 days for a rejection notice now receive a correction request within minutes of submission — and most resolve it the same day.

What's next for Sydney AI

Over the coming quarters, the same verification pipeline will extend to destinations and ETA/ETIAS travel authorizations, where photo and consistency requirements differ by country. We're also opening the scanner's fix-suggestion API to partner agencies so travel companies and HR platforms can offer the same pre-flight checks inside their own products.
